KRYVYI RIH, Ukraine — Fourteen people are dead and scores wounded after Russian forces struck a shopping center here with a pair of drones on Friday, August 21 — an attack Ukrainian President Volodymyr Zelensky condemned as a deliberate "double-tap" designed to kill the rescuers who came to help.
According to Zelensky, a second drone slammed into the mall roughly 30 minutes after the first, timed to hit emergency responders as they searched the wreckage for survivors. The tactic, widely documented across the war, has drawn repeated condemnation from European governments as a violation of the laws of armed conflict.
Europe Closes Ranks
The strike landed at a moment of intensifying diplomatic traffic. A senior British leader arrived in Ukraine today, August 24, for high-level meetings, even as Moscow escalated its warnings against deeper Western involvement in the conflict.
Brussels, meanwhile, has moved to shore up Kyiv's finances. The European Commission recently approved a €6.1 billion package to support Ukraine's defense — the latest tranche in a support architecture that has become a defining test of European unity.
Fiscal Pressure Inside the Union
That resolve is being tested against a tightening budget picture. On July 10, the Council of the European Union opened an excessive deficit procedure against Bulgaria, requiring Sofia to present effective corrective measures by October 15 — a reminder that the bloc's fiscal rules are being enforced even as defense and aid commitments climb.
What Comes Next
For Kryvyi Rih, the immediate work is burial and repair. For Europe, the harder question is whether a war grinding into its fourth year of full-scale fighting can continue to command the money, munitions and political attention that governments have pledged — and whether attacks on civilian targets will change the calculus in capitals from London to Brussels.
